internet: emergency?

Oftentimes (see: Right now, while I’m trying to write) residents call the emergency phone because their internet doesn’t work. The emergency phone is for in case you are locked out, cannot locate keys to your apartment, have a flood, or are currently on Fire. Sadly, these days, being without internet is kind of comparable to being on Fire. I really don’t know much about the internet, save ‘turn your modem on and off.’ Then it’s fun to blame it on settings. Thing is: the internet is this vast and complicated system of waves and wires? right? wires? which I don’t even begin to understand, so how could I possibly help? (I try; I fail.)
